Top 10 Secondary Schools at a Glance

See the full list of secondary school cut-off points ↓

Choosing a secondary school is an important decision families make after the Primary School Leaving Examination (PSLE).

Singapore has no official ranking of secondary schools, as the Ministry of Education (MOE) stopped banding them by O-Level results in 2012. The closest measure parents have is each school's cut-off point from the previous Secondary 1 (S1) posting exercise, which shows how much demand there is for its places.

A cut-off point mainly shows how hard a school is to get into, and it may say little about how well the school teaches. Since 2024, students entering S1 can also take subjects at different levels to suit them, in most secondary schools, under Full Subject-Based Banding (Full SBB). Your child's PSLE score, the journey from home, the school's programmes and its culture matter just as much.

What Are Secondary School Cut-Off Points?

Secondary school cut-off points are the PSLE scores of the last students posted to each school, in each Posting Group, in the previous S1 posting exercise.

A lower cut-off point means the school filled its places with students who had better (lower) PSLE scores. Cut-off points usually move by about 1 point a year, and sometimes by 2 or 3.

PSLE Achievement Level (AL) Scores

Your child's PSLE score is the total of their Achievement Levels (ALs) in four subjects, each graded from AL 1, the highest, to AL 8, so scores range from 4 to 32. Students are posted in order of their scores.

Posting Groups 1, 2 and 3

Students entering S1 since 2024 are posted through Posting Groups 1, 2 and 3, which replaced the Express, Normal (Academic) and Normal (Technical) streams. Your child's PSLE score decides their Posting Group, which sets the level at which they start each subject.

PSLE Score Posting Group Starting Subject Level
26 to 30, with AL 7 or better in English and Mathematics1G1
251 or 2G1 or G2
23 to 242G2
21 to 222 or 3G2 or G3
4 to 203G3

Students in Posting Groups 1 and 2 can take English, Mathematics, Science or Mother Tongue Language at a more demanding level if they did well in that subject at the PSLE.

Affiliated and Non-Affiliated Cut-Off Points

Students from an affiliated primary school, usually one founded by the same religious, clan or community group, may get priority if they list the secondary school as their first choice.

These schools therefore have two cut-off points, and the affiliated one is usually less demanding: by about 7 points on average in Posting Group 3, according to MOE.

At least 20% of places in each Posting Group are kept for students without affiliation priority.

Types of Secondary Schools in Singapore

Singapore's secondary schools fall into four main types: government, government-aided, independent and specialised. Some also offer the Integrated Programme (IP), including the International Baccalaureate (IB) Diploma, or the Special Assistance Plan (SAP).

Government, Government-Aided and Independent Schools

MOE runs government schools directly, while government-aided schools keep ties with the religious, clan or community group that founded them.

The eight independent schools below set more of their own programmes and charge higher fees:

  • Anglo-Chinese School (Independent)
  • Hwa Chong Institution
  • Methodist Girls' School
  • Nanyang Girls' High School
  • Raffles Girls' School
  • Raffles Institution
  • Singapore Chinese Girls' School
  • St. Joseph's Institution

Integrated Programme (IP) and International Baccalaureate (IB) Schools

The IP is a six-year course that skips the O-Level, which the Singapore-Cambridge Secondary Education Certificate (SEC) replaces from 2027, and leads to one of three qualifications:

  • A-Level – Catholic High School, Cedar Girls' Secondary School, CHIJ St. Nicholas Girls' School, Dunman High School, Hwa Chong Institution, Nanyang Girls' High School, National Junior College, Raffles Girls' School, Raffles Institution, River Valley High School, Singapore Chinese Girls' School, Temasek Junior College and Victoria School
  • IB Diploma – Anglo-Chinese School (Independent), Methodist Girls' School and St. Joseph's Institution
  • NUS High School Diploma – NUS High School of Mathematics and Science

Some IP schools also run an O-Level track, with its own cut-off point.

Special Assistance Plan (SAP) Schools

SAP schools aim to make students bilingual in English and Chinese, so every student must take Higher Chinese or Chinese. Applicants with a PSLE score of 14 or better who passed Higher Chinese are placed ahead of others with the same score.

The 11 SAP schools are:

  • Anglican High School
  • Catholic High School
  • CHIJ St. Nicholas Girls' School
  • Chung Cheng High School (Main)
  • Dunman High School
  • Hwa Chong Institution
  • Maris Stella High School
  • Nan Chiau High School
  • Nan Hua High School
  • Nanyang Girls' High School
  • River Valley High School

Specialised Independent Schools

Four specialised independent schools each focus on one talent area and fill many places through Direct School Admission (DSA) or their own selection:

  • NUS High School of Mathematics and Science – Mathematics, science, technology and engineering
  • School of Science and Technology, Singapore – Applied learning in science, technology, engineering, the arts and mathematics
  • School of the Arts, Singapore – Visual, literary and performing arts
  • Singapore Sports School – Sports and athletics

Boys', Girls' and Co-ed Secondary Schools

Most secondary schools are co-educational, with 8 boys' schools and 15 girls' schools. Raffles Institution, Hwa Chong Institution, Anglo-Chinese School (Independent) and St. Joseph's Institution take only boys from Secondary 1 to 4 but appear as co-ed in the table, because girls join them in Years 5 and 6.

How to Choose the Best Secondary School for Your Child

Choosing the right secondary school for your child goes beyond their PSLE score. A school with a cut-off point close to that score is a sensible starting point, but it also helps if the school is easy to reach from home and its programmes and culture suit the way your child learns.

1. Your Child's PSLE Score and Posting Group

Shortlist schools whose cut-off points are near your child's PSLE score, plus two or three with less demanding cut-off points, as MOE recommends.

The S1 Option Form takes up to six schools, and they should be listed in your true order of preference, because choice order is a tie-breaker. A child who gets none of their six choices is usually posted to a school near home that still has places.

2. Distance From Home

Distance from home does not give priority in S1 posting, as it does in Primary 1 registration, but the journey still affects your child's daily routine.

Many secondary school students travel to school on their own, and a long journey leaves less time for sleep, homework and Co-Curricular Activities (CCAs).

3. Subjects, CCAs and Talent Programmes

Each school has its own subjects, CCAs, Applied Learning Programme (ALP) and Learning for Life Programme (LLP), all listed in MOE's SchoolFinder.

A child with a strong talent in sport, the arts or a subject can also apply through DSA before the PSLE results, usually from May, with up to three choices. Accepting a DSA place commits your child to that school, and they no longer take part in S1 posting.

4. School Culture and Values

A school's ethos and environment should suit your child's personality and your family's values, so it helps to see the school in person before deciding.

Open houses, school websites and parents of current students can show what daily life at a school is like, including how it handles discipline and supports students with special educational needs. Some government-aided schools founded by religious groups also hold religious assemblies or mark religious festivals.

Frequently Asked Questions (FAQs)

The top 10 secondary schools in Singapore, based on their cut-off points for students who sat the PSLE in 2025, were Hwa Chong Institution, Methodist Girls', Nanyang Girls' High, Raffles Girls' and Raffles Institution at 6, then Anglo-Chinese School (Independent), Catholic High, CHIJ St. Nicholas Girls', Singapore Chinese Girls' and St. Joseph's Institution at 7. A cut-off point is the PSLE score of the last student a school admitted. The rest of the top 20, with cut-off points of 8 to 10, include Dunman High, Victoria School, River Valley High and Cedar Girls'.

No secondary school in Singapore is officially ranked, because the Ministry of Education (MOE) stopped banding secondary schools by O-Level results in 2012. Based on cut-off points alone, the five most demanding schools for the 2025 PSLE cohort were Hwa Chong Institution, Methodist Girls' School, Nanyang Girls' High School, Raffles Girls' School and Raffles Institution, which each admitted students with PSLE scores of up to 6.

The hardest secondary schools to get into in Singapore, based on cut-off points from the 2025 Secondary 1 posting, were Hwa Chong Institution, Methodist Girls' School, Nanyang Girls' High School, Raffles Girls' School and Raffles Institution. At each school, the last student admitted without affiliation priority had a PSLE score of 6, and at Hwa Chong and Nanyang Girls', that student also had at least a Merit in Higher Chinese. Cut-off points can change slightly from year to year. For students who sat the PSLE in 2024, Raffles Girls' School was the hardest to enter, with a cut-off point of 5.

The top secondary schools in the East of Singapore, based on cut-off points for students who sat the PSLE in 2025, were Dunman High School, Temasek Junior College and Victoria School, with cut-off points of 8. Chung Cheng High School (Main) and Paya Lebar Methodist Girls' School followed at 10, then St. Patrick's School and Temasek Secondary School at 11.

The top secondary schools in the West of Singapore, based on cut-off points for students who sat the PSLE in 2025, were Hwa Chong Institution, Methodist Girls' School and Nanyang Girls' High School, with cut-off points of 6. River Valley High School followed at 9, then Nan Hua High School at 10, and Bukit Panjang Government High School and Swiss Cottage Secondary School at 11. These zones follow the Ministry of Education's school directory, which places Bukit Timah schools such as Hwa Chong Institution in the West.

The Ministry of Education (MOE) does not publish O-Level results by school, so it is difficult to know which secondary school has the best O-Level results. Individual schools sometimes highlight their own results at open houses or on their websites, though each reports them in its own way. From 2027, the Singapore-Cambridge Secondary Education Certificate (SEC) replaces the O-Level.

Singapore has about 150 secondary schools. The Ministry of Education's (MOE) school directory lists 147 schools that teach secondary levels, including government and government-aided schools, independent schools, junior colleges that run the Integrated Programme (IP) from Secondary 1, and eight specialised schools such as NUS High School of Mathematics and Science and the School of the Arts. Most take in students through the Secondary 1 (S1) posting exercise, while the specialised schools fill many of their places through Direct School Admission (DSA).

Independent schools, such as Hwa Chong Institution, Raffles Institution and Nanyang Girls' High School, can have higher fees than other secondary schools in Singapore's national school system, as they set their own fees to support a wider range of programmes. Private international schools usually charge considerably higher fees, but they sit outside the S1 posting system. Bursaries for independent schools can reduce fees for lower-income families.
